Recent Events
August 2016 - LUBA remanded the Plan. City Council will have six months to decide their next step.

December 2015 - Lane County co-adoption Public Hearing; a 2nd, continued, Public Hearing (Third Reading) was held before the Lane County Board of Commissioners December 8, 2015. The Lane County Board of Commissioners voted 4-1 in favor of the Plan.  The appeal period to the Land Use Board of Appeals (LUBA ended December 29, 2015.  It was appealed by Lee Kersten and Land Watch Lane County. 

Background
The City of Coburg studied the current transportation system to determine how it can best serve the long-term (20-year) needs of Coburg’s residents, businesses, and visitors. The result of this study is the Transportation System Plan (TSP) that  includes all transportation modes, including freight, pedestrians and bicyclists, transit, and cars.

Public Involvement
The draft Transportation System Plan Update was available for public review  between July 2013 and January 15, 2014.  Copies were available for review at City Hall, and hard copies at cost.   Here is a summary of recent project progress:

  • Coburg City Council locally adopted the TSP July 2014
  • The TSP must be co-adopted with Lane County.  Lane County held a Lane County Planning Commission work session on November 4, 2014.
  • Lane County Planning Commission held a Public Hearing December 2, 2014.  They took no action and left the record open until April 21, 2015.
  • Lane County Planning Commission recommended the Plan to the Lane County Board of Commissioners September 15, 2015.
  • Lane County Board of Commissioners (LCBC) held the First Reading October 20, 2015.
  • LCBC held the Second Reading and Public Hearing November 3, 2015.  The record was left open and Public Hearing continued.
  • LCBC held the Third Reading and continued the Public Hearing December 8, 2015.  The LCBC adopted the Plan (4-1).

Next Steps:

Appeal period ends December 29, 2015.

The current Transportation System Plan was adopted in 1999 (amended in 2004).
