None of these assessments include the homeowner’s connection to the sewer system or the decommissioning of the existing septic tanks.

A. Of the options available to meet Coburg’s unique situation, the Council chose the least expensive option. The choice reflects ten years of analysis and includes two independent engineering reviews of the final choice.

B. The selected system combines a Septic Tank Effluent Pumping (STEP) system with a Membrane Treatment System to effectively meet the environmental permit requirement of a high quality effluent.

C. The total cost of the system is estimated at $25 million.

D. The construction funding package is currently 25% grants and 75% loans. The City is working to increase the grants and decrease the loans.

E. The current project budget includes funding to pay for all residential system installation to within 5 feed of your house’s foundation.

F. The City will be responsible for the maintenance of residential septic tank and pump systems.*

G. Property owners will have to pay for the electricity for the septic pump. A residential pump will consume less than $1 per month of electricity.

H. Property owners will have to pay a monthly sewer rate and a one time sewer assessment.* The City will offer terms if an owner wants to finance the assessment.*

I. Implementing the sewer rate before the system is operational will reduce the cost of the sewer system.

J. Low-income citizens will be eligible for a sewer rate subsidy.*
